Identifying Overheating Risk Across 13,000 Homes to Target Investment and Reduce Future Compliance Exposure.

Livv Housing Group partnered with Map Impact to better understand overheating risk across its housing portfolio. Using HeatView, Map Impact analysed urban heat exposure and generated a property-specific risk score for more than 13,000 homes. The resulting evidence base enabled Livv to identify where residents may be most vulnerable to extreme heat, prioritise investment, and incorporate overheating considerations into wider estate improvement programmes.
Challenge
As temperatures continue to rise, overheating is becoming an increasingly important challenge for housing providers. In its 2026 report A Well-Adapted UK, the Climate Change Committee identified heat as one of the most significant climate risks facing the UK and warned that 92% of homes could be at risk of overheating by 2050 without further adaptation measures. The report also highlighted the substantial economic case for action, estimating that the cost of climate impacts could reach £60-260 billion per year by 2050 if adaptation is not accelerated.
Like many housing providers, Livv already had access to climate risk data to support long-term asset management planning. However, these assessments had focused primarily on risks such as flooding and had not provided insight into overheating exposure at individual property level. Without a clear understanding of where heat risk was concentrated, it was difficult to assess potential impacts on residents, prioritise adaptation measures, or justify investment decisions across a large and diverse housing portfolio.
Livv recognised the need for a more detailed evidence base that could quantify overheating exposure across its homes and support a proactive approach to climate resilience planning.
Solution
Map Impact used HeatView alongside property location data to generate an individual heat hazard score for every home, creating a consistent portfolio-wide assessment of overheating exposure across Livv’s housing portfolio.
The analysis significantly enhanced Livv’s existing climate risk evidence base by introducing a previously unassessed dimension of climate risk. By transforming complex environmental data into property-level intelligence, HeatView enabled the organisation to understand overheating exposure at both portfolio and neighbourhood scale, identifying where Urban Heat Island effects were likely to have the greatest impact on residents.
This additional layer of insight allowed overheating risk to be incorporated into wider asset management and estate improvement planning, providing a stronger foundation for prioritising future investment and adaptation activities.
Impact
The analysis revealed that approximately 5% of Livv’s homes fell within the highest hazard category for heat stress susceptibility, providing a clear evidence base for targeting further investigation and intervention. For the first time, the organisation had a portfolio-wide understanding of where overheating risk was concentrated and where adaptation measures were likely to deliver the greatest benefit.
The findings have informed estate improvement programs, helping Livv identify locations where investment in green infrastructure, tree planting and landscape interventions could reduce heat exposure while delivering wider environmental and community benefits. Rather than applying measures uniformly across the portfolio, the organisation can now target resources towards the areas where evidence suggests the greatest need and potential impact.
By integrating overheating alongside other climate risk considerations, HeatView has strengthened Livv’s approach to long-term asset management and resilience planning. The resulting evidence base supports more informed investment decisions, enabling the organisation to maximise the value of adaptation funding while ensuring future interventions are prioritised where they are likely to deliver the greatest benefit for residents and communities.
